What is a DD Form 1385?
DD Form 1385, aka Military Shipment Labels, is one of the more common forms of government documentation for cargo movement in the military. The form was designed to help the military better understand what is in the cargo compartment, and how to better handle and track it. The form consists of two forms, the DD Form 1387, and DD Form 1387-2. The form is used to track shipments, as well as ensure the right equipment is on board the aircraft. The DD Form 1387 is also used to help identify signature service shipments, such as personal effects and mail, shipped by military air. The form is used most often by Air Force personnel and Air Force civilians alike.
The form is also used to track a wide variety of other items, from mail and personal effects to medical supplies and munitions. This form is also used to identify cargo in the DTS, or Defense Transportation System, which is akin to the IRS announcing tax cuts. A form is required for each shipping container, or if you are a contractor, a form for each shipping container. Having a form with the right information is key to getting the job done on time and on budget.
The form is not for the faint of heart. The form can be filled out in print, on your computer, or both. While the form does take a lot of paper and ink, it’s well worth the effort to ensure all your shipments make it to their destinations.

DD Form 1385 – Cargo Manifest
DD Form 1385 is a cargo manifest that is used to document the items that are loaded onto aircraft. The form is also used for billing purposes. The form can be filled out manually or electronically, with images, text and checkmarks added.
The manifest lists the cargo in sequence, and the gross weight of each shipment. It also lists the originating and destination stations. It must meet requirements for the destination, pests, soil contamination, tire condition, shoring, and engine and fuel cap position.
If a cargo shipment is classified, a special handling or data certification must be added. This document must be signed by a technical specialist who is trained to handle shipments that involve hazardous materials.
Manifests for all cargo must be completed and filed before the shipment can be released from the port of arrival. A shipper assigns a transportation control number (TCN) to each shipment unit. The TCN is a 17-character alpha-numerical code that identifies the cargo. A special handling tag is required for shipments of perishables and hazardous materials.
The aircrew member receiving classified shipments must have security clearance equal to the highest classification of the shipment. In addition, the cargo should be placed in a special area in the cargo terminal.
When an aircraft arrives at the port of arrival, the importing airline must file a copy of the transit air cargo manifest sheet. The carrier manifest copy must be marked with the name of the exporting carrier.
