An Engineering Change Proposal (ECP) is a government document that describes a proposed change to an existing system component. It is a requirement of CDRL Section J. The ECP is submitted using DD Form 1692. Subsequent baseline changes will require a new or modified ECP. An ECP must meet a number of requirements, including the Contract Data Requirements List (CDRL) and Data Item Description (DID) requirements.
The ECP must be submitted by the contractor in a timely manner. It should include an estimate of the date by which the Government will need to process it. It should also specify the date by which the change is needed to satisfy the contract. Sometimes the Government will need the change expedited to satisfy a pressing operational need or minimize costs. However, such expedited processing should be done only in critical situations and be accompanied by adequate need dates.
