What is a DD Form 1692-3?
A DD Form 1692-3, also known as an Engineering Change Proposal (ECP), is a document used by the United States Department of Defense (DoD) to request approval for changes to existing products or services. The form is used to request approval for changes that are not covered by the standard change management process. Changes that require approval from higher-level authorities, such as the Secretary of Defense, are submitted using the DD Form 1692-3.
The form must be completed and signed by the responsible party before it can be submitted for approval. It is then reviewed by a team of experts who will determine whether or not the proposed change is feasible and will benefit the DoD. If the change is approved, it will be implemented by the relevant department within the DoD.
Where Can I Find a DD Form 1692-3?
The purpose of the ECP is to propose a change to an existing engineering or technical baseline document or specification, in order to improve the effectiveness, safety, reliability, maintainability, supportability, producibility, or affordability of a system or subsystem. The ECP should be used when the proposed change does not involve a major design change or new development effort as defined in DoD Instruction 4650.01.

The DD Form 1692-3 – Engineering Change Proposal (ECP), Page 3 Instructions provides guidance for the preparation of an ECP. An ECP is required when a change is proposed to a product, process, or system and must be reviewed and approved by the cognizant engineering organization prior to implementation. The ECP Process Flowchart (Figure 1) depicts the sequence of events leading up to the approval of an ECP. In general, an ECP should include the following information:
- A description of the change being proposed, including how the change will be implemented;
- The purpose or rationale for the change;
- An assessment of potential impacts of the change on safety, schedule, performance, cost, or other factors; and
- Any mitigation strategies that have been developed to address potential impacts.
