Military construction projects must be approved by the Defense Finance and Accounting Service (DFAS). The DD Form 1391C – Military construction project report is a document submitted to DFAS to report expenditures for military construction projects. The form must be completed and submitted by the Chief, FE. The Chief, FE will use the financial management system, 2851 Monthly Congressional Report, and appropriate funding methods to submit the form for approval. The FE will also coordinate with the Defense Finance and Accounting Service (DFAS) and submit monthly capital CIP expenditures to FMS.
The purpose of the DD Form 1391C – Military construction project data sheet is to establish the requirements and justifications for a project’s funding. It is submitted for all military construction projects requiring OSD approval, and for some projects involving Operations and Maintenance. The form is reviewed by the DFAS Office of Chief Engineers. It also identifies any criteria and regulations that must be followed.
